Research Interests

Research Interests

Situated at the intersection of behavioral health, health care policy, and youth and family services, my research examines how policy and organizational environments—particularly state Medicaid and mental health policies—facilitate or constrain community-based mental health treatment access and quality for youth with serious emotional or behavioral challenges and their families. My policy expertise centers on Medicaid and Home and Community-Based Services waivers and how they can be used to support individuals with complex health needs in their homes and communities, as well as Medicaid and disparities in access to healthcare. I also study the use of evidence in community settings and how empirically-supported treatments and knowledge are implemented or transferred into community behavioral health practices and systems.

Biography


After receiving an MSW and MS in Marriage and Family Studies from the University of Illinois, Urbana-Champaign, Dr. Graaf practiced in community-based mental health settings serving families and children with complex behavioral health care needs in the Kansas City metro for several years. Building on this professional experience and practice knowledge of children's mental health funding mechanisms and service systems, she completed a doctorate at the University of California, Berkeley, focusing on the role of Medicaid in public mental health service access.
